So I am going to talk about the main talking points without really getting into all the fluff, or the crown store shit. I HATE that this game keeps shoe horning more crown store items, so I will not be talking about the houses or crown items.

TWO NEW DUNGEONS:

Exiled Redoubt and Lep Seclusa

Both of these dungeons are 4 person dungeons as usual, and they will be coming along with a normal/vet mode and are locked behind an ESO plus membership or the purchase of the DLC. (of course since this game is "not p2w or sub based". There is a skin/dye/title up for grabs for completing these on vet just like previous DLC dungeons. As well the theme for these seem to be about the three banners war, so overall they could be interesting.

Map Improvements:

They are reducing the bloat of pins/items seen on the zoomed out maps. Previously all way shrines were always visible, but now it will show 1 when zoomed out and you can set what owned homes you see on the map. This seems like it will make RP players have a nicer view and more immersive experience. So, seems like a good idea. But also, I don't typically spend a bunch of time on the map. Kind of a strange choice to do when the game is at it's lowest pop ever.

Disguises Becoming Collectibles:

These are all connected to quests, so if you have already completed these quests then you will automatically gain these in your collections tab!

Mount Speed Update:

The mount speed will no longer start at 15%, in an effort to make the beginning speed less AWFUL, like it has been for the last decade. With this they are changing the other speed upgrades, like gallop/major gallop so that the end speed will be around the same. Here is a screen shot from the discussion board that shows which things will be changed, and how.

Green Crafting Stars:

Green crafting stars will no longer require to be slotted, but will always be available. So, you know, like it was before they changed it over.

Increased Mundus visibility!

So this is mostly stupid, everyone uses guild houses/home tours to get their mundus stones. But it WILL be adding an alert that will tell you to go get a mundus at level 20 much more obvious. This is actually a great add on because new/solo players will benefit from this.

Player Response Options:

There will not be player response options on select interactions. You can choose to be kind, grim, merciful, ruthless, joker, or flirty. Now this definitely seems to be another win for RP players, but honestly outside of that is just nothing of note. The rest of the game has 0 actual consequences and changes from actions so it's not like this matters.

EVENT: Crime Wave mini-Event

This event will give everyone 100% more fenceable items, and they will be 25% more profitable. This will come with an event bag (no tickets though) call the "Ill Gotten Goods" bag and will give items to level up the Legerdmain Skill line and a small chance to get a one million gold bounty pardon.

The edict comes in tow with the fact that the event bag chances of dropping increases with your bounty, so no bounty = no booty.

FIRST STAGES OF CONSOLE SUPPORT:

CONSOLES REJOICE! You are finally getting the early stages of add-ons! They have opened the PTS to add-on creators with gamepad changes so they can start working on getting addons over to console! There is little explained on how you will download/use them compared to how we do in PC but I will be sure to keep you all updated!

New Sets:

Beginning Zone Revamp:

The starter zones of each faction are getting a face lift to look better and more in line with the modern releases (idk why they aren't updating capital cities but okay). These zones like Stro M'kai, Betnikh, Bleakrock, Balfoyan, and Khenarthis Roost. They are adding clutter and graphics updates just to make them look less empty and barren. But again, this seems unimportant for the current climate of the game since there are bigger issues at hand.

Cyrodiil Champions Test Campaign:

So this is an odd thing, there is going to be a new type of Cyrodiil that will be pretty different from what we are used to. You will be locked into a role/class/items/etc. This will be like you choose to be a templar healer and you will have a set amount of items / skills / etc. and they are doing this to see if they can pretend the game isn't foundationally broken by limiting what everyone can do so their ancient code that is "sustaining" this game can try to hold a good fight without crashing. This clearly sings back to a few years ago when they got rid of proc sets all together for a year because the PvP wasn't functioning when they did a MINOR graphic update. Now this seems to be a lock in role version of No-CP, and I am not against that at all. I am totally happy with a fresh wipe, but at this point just separate the games. Just give up ESO and ESO-OS.
